Hi,
It seems that it's written "Kievska Filia Konzerny PPT" - the Kiev- based subsidiary of the RRT (the national transmitter network owner in Ukraine, according to the WRTH). The frequency list they seem to broadcast for both public and private broadcasters corresponds to the ones mentionned for Kiev in the WRTH too.
