A recent review with TDoA confirms this information.
Using KIWI SDRs in the Netherlands, Germany and Russia, there was a hit 
@ 42.38 / 23.30 in the western part of Bulgaria.
This correlates with the information from the Eibi list.
Combined reference station was a long-wave transmitter in Hungary.
