in einer Meldung aus den USA (keine Ahnung von wann) beklagt man sich 
dort auch über Eindringlinge auf 160m:

asked to monitor 1860 khz.  The person on duty stated that the signal 
was "legal"; he said it was an "experimental navigation beacon operating 
off the coast of Texas."  He was unable to give the callsign of the 
station, its licensee or the transmitting power, but he indicated it is 
licensed under U.S. jurisdiction...."

Also vielleicht auch hier in Europa eine "experimentelle Navigationsbake" ?
