Hi,

the austrian telecommunications authority gave a special permit
for non-amateur radio stations from the public service (military,
police, customs, red cross, NGO, State department etc.) to take
part in the domestic ALL-AUSTRIAN-CONTEST (AOEC) on 1 May
(each year on May 1st) at 0500-0800 & 1400-1700 UTC. 
This interservice-part of this contest is to train operators from 
all radio service to interact in case of an emergency situation 
and to understand the shortwave conDX.

The interservice part part take place on 80 and 30 meters, as
boths bands are co-allocated to the fixed service, simplex QSOs
are possible, not like the crossband operations of the US Armed Forces
Radio Day on 8/9 May 2004.

The official rules of this contest could be found on the page of

Callsigns / Prefixes are
OEC - State Department 
OEY - Military (e.g. OEY632)
OEH - Red Cross, etc. (e.g. OEH6101)
OEP - Police (e.g. OEP213)
OEN - Customs (e.g. OEN6000)

REMARK: As this an emergence communication exercise, the operations in
SSB on 30m are OK with the IARU rules !! Please do not QRM them, as in the
last years. Looks that many OPs do not know the IARU-rules or do not 
understand what happens, when they listen to a SSB-Contest on 30m ! 

REMARK2: This is an domestic contest, means all no-OE operators
could act only as SWL, but even then a good chance to log and QSL some
really interesting callsigns. Maybe an idea also for other countries to organize
such an event ??
